New issue 2338 by [email protected]: Tooltips cannot be disabled

To reproduce this error:

1)Login as an admin, and navigate to Admin>Settings>Global
2)Under the "Show tooltips" option, select "no" and click save
3)Navigate to a record (Actor, Information Object, Repository, etc) and
select edit
4)Place the cursor in any field
Resulting error:
================
Tooltips are still displayed
Expected result:
================
Tooltips should no longer be visible/displayed after the user has
selected "no" in the Show tooltips settings
