ISDF function fails the first time

To reproduce this error:

1)Create a function and save.
2)Create a second function and make a relationship with the previous
function using the "add new" dialogue for functions
3)Save
Resulting error:
================
No related function is saved.
NB: If you repeat steps 2 & 3 a second time, the relationship information
is saved.
NB: All other relationships work (e.g., add new relationship with authority
record and add new relationship with resource record.
Expected result:
================
Function is saved and the related function (relationship) is saved.
