Does not work as expected.
HOWEVER, in Trillium Theme IF the second user (foobar) logs out after the
administrator privileges have been added to profile, and then logs in, the
Admin privileges exist.
The reason for this might be... in Trillium theme interface the Admin menu
is visible but inactive for users without administrator privileges. In
other ICA-AtoM theme interfaces the Admin menu is not visible for users
without administrator privileges.
