New issue 2402 by [email protected]: Admin user gets deactivated

To reproduce this error:

1) Refresh database, create admin user
2) Switch to French interface
3) Go to Settings > Users
4) Edit admin user
5) Add to translators group
6) Save
7) User is deactivated by the application
