I assume you have seen: http://www.eecis.udel.edu/~mills/ntp/html/ntpdsim.html I suspect what happened is that the simulator ran and when it saw the clock was stable it simply exited. I'm not sure, though, as I have never run the simulator. That is the biggest reason I had nothing useful to add to the first URL I mentioned.
