Harlan, It is very clear in the documentation and protocol specification that NTP mode 6 is the standard protocoland NTP mode 7 is a proprietaty protocol. The ntpq program supports mode 6; the evil old ntpdc program supports mode 7. Both programs were implemented by Dennis Fergusson in 1988. The rimary purpose of ntpdc was and is for debugging. The ntpq program was and is intended for monitoring and, with the latest configuration rewrite, for control as well.
