As I said in response to your previous message to me directly, the NTPv4 
specification document draft refers to the NTPv3 specification RFC 1305 
of the standard mode-6 control and monitoring protocol. This protocol 
happens to be used by ntpq, but the ntpq application interface is not 
part of the specification. The mode-7 protocol used by ntpdc is 
intentionally implementation depended and not specified. The mode-6 
protocol has not changed since 1992. How the editors will handle this 
situation is unclear, since NTPv3 never made it to full standard.
