It would be meaningless to synchronise the computer clock to the 
computer clock, as they would never differ!  However, you can force ntpd 
to claim to be synchronised when it is not, and it is one of the most 
frequently asked questions.

It shouldn't send null data; it should send data with various alarm 
indications.

Orphan mode only works without real servers on the most recent versions 
of ntpd; I'm not even sure if it works on the release version.  With 
older versions, it will appear to work for somewhat over half a day, 
then start ignoring the server.
