No. timezone information is a local thing. If the NTP server is in Sydney, Australia and the client is in London,England what would the server in Sydney know about the timezone in England. This is an extreme example but it demonstrates the principle. NTP only knows and cares about UTC. Timezones are a local issue and furthermore dependent on the O/S for format required.
