The official IETF standard for Timezone data exchange is part of the
iCalendar standards. However, there is not even a "universal list of
timezones" in those standards; the timezone definitions are
implementation-specific.

There are tools that conver the UNIX-oriented Olsen tzdata files into
iCalendar format, and others that convert the Windows timezone
database into iCalendar format. But one size definitely does not fit
all. This is not a problem NTP can solve.
