"man syslog.conf" > Does "syslog" send data anywhere else than ntp.log or ntpd.log? If you've configured a log file for ntpd (using -l/--logfile or the ntp.conf "logfile" directive) ntpd switches from logging to syslog to the configured logfile during startup. The switch happens a little earlier with ntpd -l/--logfile vs. ntp.conf.
