Somewhere between ntp4.2.7p41 and ntp4.2.7p77
  calldelay 69
 became invalid ntp.conf syntax?
  {commenting it out eliminates the error.}

log:
syntax error in ntp.conf line 15, column 1
line 15 column 1 syntax error, unexpected T_String, expecting $end
