ChangeLog is your friend.  Incidentally the the ntp-dev snapshot
announcements include the same information.  Excerpt:

(4.2.7p64) 2010/10/15 Released by Harlan Stenn <[email protected]>
...
* Remove 'calldelay' and 'sign' keywords (Dave Mills).

Prior to p64, calldelay was accepted but ignored (by proto_config())
for some time.  I'm not sure how long it's been since it did something
useful, if ever.
