No, and nor would it be a sensible thing to do. NTP will not step until both a sanity check timer (default 15 minutes) has expired and enough sample intervals have passed to get four or five samples consistent with the new time.

file I have set the polling interval at 16 seconds, iburst. The servers in question are mission critical machines and have to be synced all the time. Unfortunately for this task the windows time service is not accurate.

Nor would ntpd be, if it behaved like this. I should, however, point out that w32time is far from NTP compliant unless you change most of its registry settings, and even if the software clock has good time on Windows, there will still be quite a bit of jitter in timing of real world events by applications. In any case, Windows is a poor platform for timing critical applications.
