That is another option. But what he was stating was the ONLY possible
reason for using Local. The problem is so many distributions put the
local in by default. (and there has been a report on some, that even if
you take it out, the distro puts it back in again. Lunacy.)
It's not "the only possible reason"!
Try:
1. Failure to read the directions.
2. Failure to understand the directions.
3. The relevant portions of the documentation:
a. are inadequate.
b. are too hard to understand.
c. are not readily available.
d. etc, etc.
Anything more complex than a stone axe is going to outrun the intellect
of some portion of the population.
