Just as an FYI: RHEL major versions typically stay with the same package
versions as long as practical for compatibility and certification
reasons.  So, once RHEL 5.0 was released with ntp-4.2.2p1, all updates
in the RHEL 5.x major version will stay with ntp-4.2.2p1 unless either
(a) it becomes unmaintainable from a security point of view (for
example, the desktop RHEL has updated Firefox) or (b) a partner or major
customer has significant reason to request RH engineering update to a
newer ntp.

What they have done for some packages such as PHP and BIND is to package
a newer version that can be installed instead (e.g. ntp426).  To be
honest though, changes in ntp are probably not important enough to a
large enough audience to get that treatment (also, most people wouldn't
expect that there had been significant changes between version 4.2.2p1
and 4.2.6p4 of a package).
