If you had followed my setup guide you would not have installed in
C:\Program Files\ where NTP may not have permission to write a drift file.

Perhaps the vps implements accounts and permissions differently?
Well I just tried:
1) User SYSTEM => no drift file
2) Inst.Folder C:/Users/Administrator/Desktop/NTP => ntp wasn't started
Every time after a new installation the time was set and then the time
difference started to increase again.
I don't know what else I can do??
