A key point here is that the Linux kernel (like Solaris) does not provide
the RFC 2783 "PPS-API". They provide classic i/o controls to communicate
with the PPS "driver".
OK, but what is the problem in using these IOCTLs directly from within
ntpd, via wrapper functions or directly? Several refclock drivers do so.
