The policy on liaisons is indeed for the IAB to decide, not individual working 
groups let alone individual members of working groups. I read Marten's request 
as a polite suggestion, not an attempt to set policy. On the other hand, I 
think it would be a really good idea for the IAB to take that suggestion and 
make it part of our liaison policy, stating that the IETF would prefer to 
receive liaison statements in either text or PDF format...
