Quills.syndication contains adapters that refer to objects defined by Products.Quills/QuillsEnabled. That's why it is not in base/fatsyndication, which are supposed to be independent of Quills. (Though this is not exactly so. For instance, Products.fatsyndication.adapters.BaseFeedEntry invokes getExcerpt on it's context, which is an operation of IWeblogEnty. It may have slipped in there, though.).
