The SCGI library is incompatible with Windows.  This affects Quixote's
scgi_server.py and QP's equivalent.  It does not affect
twisted_server.py, Durus, or any other component.

The problem is that SCGI has a 'passfd' C module that transmits a file
descriptor through a socket to a child process.  Windows does not
support this.  Some people are looking at patching SCGI to use Windows
threads on Windows, which will supposedly solve the compatibility
problem.
