I've been playing around that for a while.
Chuck Rippel method is not bad but was initially written because most of the 
R-390(A) receivers runs "too hot" at 150µV in the IF deck input for 7V at the 
diode load.
My own sets were adjusted at 7V diode load for a 225µV setting (450µV EMF) 
connected to the IF deck input.
That approximately equals to the Chuck method but by having the Line Output at 
0 VU on the -10 dB scale.
There is a lot of variables involved, including the individual transconductance 
of the tubes used in the RF and IF decks.
And that have to be re-adjusted from time to time to compensate for the tubes 
ageing.
