I can answer those two questions: 1_ Yes, every user needs to register to the new group. 2_ They need to configure their account (default posting signature, forwarding mode of postings, etc.)
Administrators needs to configure the whole group privileges (like the exclusion of attached pictures) to save -or not- disk space that cost $ past a given used size.
