This is now fixed in R-devel and R-patched as of r50774. It should show up in Windows builds tomorrow. There were probably other special characters besides "?" that it handled incorrectly; thanks for noticing.

I did not manage to find anything on this topic in recent bug reports on "Documentation" and "Documentation fixed".
