Is this on Windows? (Please do consult the posting guide and tell us the 'at a minimum' information we asked for.)

If so, it seems you forget the bit about setting TMPDIR right at the top of the section on 'Building the core files':

  Set the environment variable @env{TMPDIR} to point to a writable
  directory, with a path specified with forward slashes and no spaces.
  (The default is @file{/tmp}, which may not be useful on Windows.)
