If this terms of service is the main sticking point, I could certainly find out if we could change them. From a quick read, my personal sense (with no internal exploration whatsoever) is that these (a) were probably written by a lawyer with no specific understanding of PPM, let alone that these are binaries built from open-source packages, and (b) probably aren't legally binding anyway (since for most PPM usage, people downloading packages never see the TOS).
