Yes, thats the defined behaviour of AuthBy SQL when authenticaiton is disabled.

I would do it round the other way:
  AuthByPolicy ContinueAlways
  <authby SQL>
     # Just logging

  <authby radius>

That will make it always log to SQL, and then always proxy.
