Radiator should be able to handle such a vestigal radius request with a Handler
as you suggest. Presumably it would look up the calling station id in a users
file with something like:

DEFAULT Calling-Station-Id=/12345|23456|34567/
        some reply attributes here

or maybe from SQL with something like

AuthSelect select something from calling-station-table where
id='%{Calling-Station-Id}'
