You also need to have
Framed-Group = 0
in your users reply items for this to work. That tells Radiator which
FramedGroupBaseAddress to use. Without that, it wont set up an address
automatically.

Radiator does not (yet) support an IP address pool, only the simple address
calculation scheme using FramedGroupBaseAddress that you know.

A number of people have expressed an interest in a real address pool allocator
in Radiator. I expect we will do it, but its probably 1 to 2 months out yet.
