Sounds like SRVANY started, but perl and radiator either failed to start or
started and exited prematurely.
You will need to be sure that you specify the full path to perl in your SRVANY
config. The Radiator libraries (ie all the things in Radius/*.pm) must be
installed in the perl site library (follow the installation instruction w.r.t
"perl Makefile.pl install"). The Radiator config file must specify full path
name (ie no relative paths) to any files or directories mentioned in it.
It wont work with srvany unless you can do something like this from the root
directory (say) and have Radiator start up:
c:\perl\bin\perl.exe c:\radiator\radiusd -config_file c:\raddb\radius.cfg
(change the paths to suit yourself, of course)
That full command line (if it works) is the one that you have to give to
SRVANY.
Hope that helps.
Cheers.
