I'm having a little trouble with an "Out of Memory Error"

We're running on BSDI 4.0.1 with 256 Megs Ram and 144M are currently free.
We're using a combination of authby file and authby unix in version 2.13.1
Our master.passwd file has 28,000 users in it. 

When I start the daemon I get an "Out of memory!" error from the system.
Are there hard coded limits in the os restriction the growth of the cache files?
If so, what's the easiest way to overcome this?
        
On another machine we were seeing radiusd being loaded by the inet daemon and staying alive for 10 seconds and then going into a complete reload.  The daemon log stated that ined was exiting with an exit code of 0x100.
And then it would restart and do it over again.

We've been running Radiator since Feb 99 and this is just now happening...
