Radiator doesnt _replace_ attributes, its adds them. This is how I would do
what you want:

Put the user-specific IP addresses in the user entry (but no Fall-Through), the
pool address in the DEFAULT user, and all the 'standard' attributes that go to
every user in AddToreply:

iis70003@usa
        Framed-IP-Address = 207.138.82.236

DEFAULT
        Framed-IP-Address = 255.255.255.254


And put these in AddToReply in your AuthBy claues:

<AuthBy whatever>
        ....
        AddToReply Port-Limit = 1,\
        Service-Type = Framed-User,\
        Framed-Protocol = PPP,\
        Framed-IP-Netmask = 255.255.255.255,\
        Framed-Routing = None,\
        Framed-MTU = 1500,\
        Framed-Compression = Van-Jacobson-TCP-IP,\
        Idle-Timeout = 900,\
        Session-Timeout = 28800
        ...


PS, I presume you are checking passwords somewhere else, because those user
entries dont check passwords?
