If you are at Radiator version 2.13, there was a problem that caused the first
Handler always to be chosen. There is a patch available to fix this for 2.12,
or you can upgrade to 2.13.1

The sort of Handers you want is probably:

# Matches a user name unding in -router
<Handler User-Name=/-router$/>
 Stuff for user-router in here
</Handler>

<Handler>
 # Everyone else's stuff here
</Handler>
