I've found that you have to specify the name/IP address of the
RADIUS server, as well as the shared secret. Also, make sure
your radius server is configured to allow authentication requests
from the machine you're using to run radpwtst.
I use the following command line:
./radpwtst -s radius.server.com -secret SECRET \
-noacct -dictionary /your/dictionary/file/here \
-auth_port 1812
