Your analysis of the problem is correct up to a point, and that is that
Radiator will not tell a PortMaster to disconnect a user. It is the user
hanging up that drops the call on the PortMaster, and that is what causes the
PortMaster to send a stop record to Radiator. I think you need to find out why
the PortMasters are not hanging up the calls correctly and once you solve that
everything will work properly.
