Your question implies two requirements:
1. you need different dictionary definitions for "User-Service-Type" and
"Service-Type", and "Framed-User" and "Framed"
you can deal with this in two ways - first is edit all your user definitions to
use the same string - second is to add the additional definitions to your
existing dictionary file
2. you need different reply attributes for different NAS types - you can do
this with different Handlers with NasType or Client-Id check items and
AddToReply in the corresponding AuthBy's - you could also do it with an AuthBy
FILE and different DEFAULT users with NasType check items and corresponding
reply items
