The module you are looking for is available on CPAN:

        http://www.perl.com/CPAN-local/modules/by-module/CDB_File/

Download the latest version and do the usual

        perl Makefile.PL
        make
        make test
        make install

This is the Perl interface to CDB, which is required as the interface between
Radiator and your CDB files.

Thanks for pointing out the lack of a reference in the manual.
