Thanks to a reply from F�lix Izquierdo the problem was solved. We had to
install IOS 12.0 (7) on the Cisco 3648's. This was a question even Cisco
support couldn't answer. Thanks for the help.

What version of Cisco code are you running? and on what platform?

Cisco has a multitude of different versions of code, all with different
"feature sets". There are also many different versions of modem firmware
(and
even different modem hardware implementations). You will have to check all
of
those version numbers to see what doesn't match.
