It is probably one of the following three things (in decreasing order of
probability): 

1. the shared secret is incorrect (check 1's and l's and 0's and o's)

2. the IP address is incorrect

3. the port number is incorrect

If you are not seeing a reply it is usually because the shared secret is
incorrect and the remote radius is ignoring the request.
