The receipt of the Accounting Stop record should cause the address to be
deallocated. Could you please send me a copy of your configuration file (no
secrets) and a trace 4 debug showing a complete sequence of Access-Request,
Accounting-Start and Accounting-Stop?
You should also configure the DefaultLeasePeriod and LeaseReclaimInterval
parameters so that the addresses get released automatically if a Stop record
goes missing. See sections 6.39.3 and 6.39.4 in the 2.16.1 manual.
