What is the correct way to do a complete upgrade with no interruptions?

I want to upgrade from 2.15 to 2.16.3 in a smooth transition.  (i.e.  No
downtime, interruptions, etc...)  We found that simultaneous use doesn't
always work with login names with suffixes.  I know there was a fix in
the 2.16 release, but I just want to upgrade to the newest version.

I read the archive with the subject - "IMPORTANT - [RADIATOR] applying
patches" and I was wondering if this is the way to upgrade as well.
