Hi there!
Nope.
The problem was not with oracle. It just that all the necessary oracle env
need to in place like ORACLA_HOME and ORACLE_SID before running radiator.
Now the error still appear but only for the very first assign of IP
address and do not appear anymore for the subsequent ip address assigment.
Not sure why but i guess i can live with that.
