What dictionary file are you using?
Here is an extract from the standard dictionary file:

# IETF Tunneling Attributes

# must _always_ have a 0 octet at the beginning, eg:

I notice that you are not doing this.
BTW - where is the CVX-VPOP-ID attribute coming from?
