I think Billy's quote is more accurate.  Congresspeople are usually very 
intelligent and socially adept; but the dynamics of getting and staying elected 
moves them away from a focus on reality.

This isn't entirely  -- or even mostly -- their fault.  As we discuss here on a 
regular basis, most of us are largely out of touch with reality on most things. 
 The difference is that we at RC at least have a culture that places a high 
value on being intellectually accurate on areas where we voice an opinion.
