I'd heard about this, but hadn't paid much interest. I do think that the article is overly dramatic, but still somewhat justified. Before, countries that censored the Internet were considered "rogue", and other countries were free to sell technology that undermined those efforts. Now, the countries that censor can claim treaty-level validation, which puts the "open" guys on the moral defensive.
