The only part of the manual that legally have to be in "local language" in EU is the safety part of the manual . (don't use your boom in the bath if connected to the mains , or don't try to brush your teeth with your new chainsaw )
But it is good business practice to provide instructions that are intelligible to the intended customer ;) By all means spare me from those computer generated translations other CE manufacturers use. Computer generated translations is usually the case with manuals these days, the final insult to ones sensibilities .
