It's not. At least I'm not able to reproduce it ! 

I currently also have a 'trivial' setup.
A 24/7 SB-Server, no special tweaks in the Web-UI or configuration that
I am aware of. 
I'm running the latest 7.4.x Nightly (Radio firmware: r8381, server
firmware: r29879).
No 3rd-party Plugins or Applets installed.

I went to a local mp3-song, pressed '+', moved it to the end of the
current playlist. Then set an alarm to play the current playlist.

At alarm-time I have a nice fading in mp3 !
Tried the same with a sound-effect and an internet stream. Again nicely
fading in audio !

So all I can do is to repeat myself
