Don't forget that there would still be prospective problems even with a totally localized alarm application. Without the proper synchronization between local (Radio based) apps and server requests the playout subsystem may well end up fought over (which is what sometimes happens today with the existing implementation). These events wouldn't be particularly likely unless some action precipitated a server request to the Radio, but they would indeed be possible.
You could do what has been suggested here, or the alarm application as it exists today could be fixed (with associated necessary synchronization enhancements in the Radio infrastructure). These changes will be difficult to make work properly in a vacuum, however, while the rest of the Radio software is changing (as seems to be the case).
