For internet radio, the SB's server (which can be either
mysqueezebox.com or Squeezebox Server running on your pc) negotiates
the initial connection to the internet radio stream. After that you are
directly connected to the internet radio station (it wouldn't make any
sense for Logitech to be routing all the internet radio traffic through
their servers at mysb.com, if for no other reason than the inordinate
load it would impose on their bandwidth).

As for who's to blame for dropouts, that depends on a lot of things,
including your network (good signal strength is no guarantee against
interference), mysb.com (reliability is better in N. American than in
Europe), player firmware, and the particular station. More details
would be required to diagnose the issues you're having.
