Understood. I'm wondering if the battery itself or the battery logic is messed up, possibly from a power surge when your power was restored.
My ISP voip modem years ago had this issue. Power surge destroyed the battery (or the charging portion of the modem). Modem worked fine after that, until the power went out and there was no battery backup as their should be. Long shot, but a simple test to eliminate the battery or battery logic from your issue. The Radio may be getting bogus info on the power state of itself, therefore shutting itself off.
